Change of user role using API

I can't change user role from “end-user” to “agent” using user API Users | Zendesk Developer Docs. Is it even possible?

Sure thing - this is possible using the API you've referenced.  When attempting the role change, make sure your account has available unused agent seats or the change won't succeed.  Are you receiving a specific error message?
