Create ticket fails (422) Unprocessable Entity for new users

(422) Unprocessable Entity.Error content: {"error":"RecordInvalid","description":"Record validation errors","details":{"base":[{"description":"You do not have permission to create new users.","error":"AccessDenied"}]}}

Tickets are being created for our users currently in the system. This is happening for new users and only within the past two months.

This issue appears resolved for now. The owner of our API key was inadvertently downgraded from Admin to Light Agent status in January. We set the status back to Admin and was able to create new test users which submitted tickets successfully. Thank you,

We are using the tickets API. Our end users are submitting the tickets. The tickets succeed if the end users are currently in our Customer database in Zendesk. They fail with the error when they are not. This started happening 2 months ago.
