Pull data from multiple tickets in a webhook trigger?

I'm wanting to automate adding a ticket comment that contains a list of items pulled from the same custom field on multiple tickets that match a certain criteria. Is this possible to using Liquid placeholders in one trigger? A support team member told me it's not possible natively but that it might be possible through querying the API directly or with third party solutions. Does anyone have experience building something like this?
