I want to give administrator rights to one of my writers to create articles but I don't want to pay for another Zendesk Support license. Do I need a Support license to create content in Guide?
Yes, there is not a non-paid role to publish documents. You need to purchase a Support license with a Guide license for your writers, regardless of their roles in Guide. For more information, see the article: Guide pricing comparison.
The only exception is for light agents in Support with Guide Enterprise or Legacy. In these plans, light agents can add and edit articles and posts in knowledge base sections and community topics where agents have permission.
