Can I have a Chat-only agent using Agent Workspace?

That's a wrong limitation for Zendesk Support and Chat. The Workspace is a better way than before for the agent to work, but the chat-only agents have to work in the old mode, and it requires the support to give up the workspace to go back to the old version of support.

Can I use agent workspace in growth plan with 2 agents?
