How can I view the original recipients of a ticket I received in Zendesk Support?

How could this information be used for workflows for example ? 
> I'd like my original "to:" to be added as a tag on the ticket. Is that possible ? (trigger + webhook ?)

Thanks for reaching out to our Community Forum! 
 
Unfortunately, there is no native way to check the original "to:" in triggers, you are assured that all the receipients on the ticket CC, assignee, or requestor will be the recipient of the trigger. 

You can only see original recipients of the ticket received in Zendesk Support via this article.
