How do I get access to a dashboard when I see the error message: The dashboard does not exist or is not public. Contact your dashboard designer?
Answer
If you have access to Explore but can't access a specific link to a dashboard, check with the owner of the dashboard. This message means that the owner of the dashboard sent you the published URL of a dashboard but didn't give you permission to access the information.
Instead, ask the creator of that dashboard to share their dashboard with you.

Hi Zendesk team, are there any plans to allow admins to at least consult the full list of dashboards created and their owner? Finding the owner of a dashboard can be troublesome and time-consuming. Thanks!

I don't have an answer for you, but I would recommend that you upvote and add your use case to this product feedback thread: Admins should see ALL Dashboards - even if not shared to them
