In the Updates history dataset in Explore, I see the attributes Update ticket ID and Ticket ID. What's the difference between these two attributes?

The difference between Update ticket ID and Ticket ID attributes is how they handle deleted tickets. Update ticket ID includes deleted tickets within the results, and Ticket ID does not include deleted tickets.
The Updates history dataset allows you to report on ticket deletions. Since deleted tickets are excluded from the Tickets dataset, any ticket-level attribute added to an Updates history report will remove all deleted tickets from the results.
