    You can always remove the email address and create a new user with it, but you won't be able to change the requester on the tickets from the merge. They'll stay with the "merged" requester.

    This is a great example of why you have to be careful when setting up permissions for different roles. We had a problem with an agent deleting an org or 2. We could easily recreate the org, but the old tickets were no longer associated to it, so we took that permission away from agents (our instance is VERY org based).
