Parent ticket should not close until child ticket closes

Hello Team,

I have a scenario like the below,

A parent ticket should not close until the child ticket completes.

Here agents create a  child ticket via side conversation, tickets created/assigned for themself. Child tickets are internal communication with the team and additional development work and other factors. Here process needs without solving a child ticket parent should not be closed. 
Please help with this requirement.
