Triggers based on times

Hi
I am wanting to create an action based on the time to ticket was raised. For example, we have cut-off points for deliveries. I want to auto-assign a field based on if the ticket was raised before 11 am. I have had a look around but cant find a way to do this.
Does anyone know if this is possible?
