FEATURE REQUEST: make @mention functionality configurable at the user level

Currently, the ability to @mention another user is based on the user's role (e.g., Light Agents can't use @mention functionality). 

Allow @mention functionality to be configurable at the user level and granted to specific users regardless of their role.

    We strongly support this suggestion, especially the ability to grant @mention functionality to light agents. In our experience, light agents often need to collaborate and communicate efficiently with full agents and admins, and the current role-based restrictions on @mentions can hinder this process.
