Adjust permissions to Macros under Professional plan

Thank you for the suggestion Michael. We don't have any plans to make this more broadly available, so I'm changing the status of this to "not planned". We do want to continue to add more permissions and controls to Zendesk, but these will be focused on the Enterprise plan level.
