Are webhooks included when spinning up a new sandbox?

I need to spin up a new sandbox for testing. We currently have 5 webhooks active in the sandbox, and I'd like to add them to production before spinning up the new sandbox so that we can continue testing them.

When we spin up the new sandbox, will those webhooks be included, or will they need to be rebuilt from scratch?

If they're not included in the update, and we don't save the config from sandbox, will they just be wiped out?

These are integration critical. If they are not carried over, it would be helpful if they were to minimize rework and improve accuracy during creation.
