Invoke Chat Widget as a Trigger

How can one configure an action to invoke the Chat Widget when an article is voted as not helpful rather than having the widget displayed all the time when showing the Help Centre?

That is very helpful of you.  Let me validate as this is proving to be a critical success factor for our feature.

Reviewed the article essentially it helps in that it shows how to customise the response on voting for an article.  Therefore it does prove helpful. 

The question would be how to call the Web Widget from the portal as a response to user voting No and then re-prompt user to either confirm a chat request or not and if confirming a chat request that is were the Web Widget would be invoked.  Any one can share their insights from a similar requirement to ours perhaps?

Thanks for the clarification. 
I have the following idea about your topic:

Technically, you can achieve it using Proactive Messages.
The scenario should be something like that. If the visitor's Page URL contains a link "voting No" -> run a follow-up message "confirm a chat request", then you can continue communication with your client via chat.
