Feature request: Changing end user to light admin with full agent license seats taken

All our license for agent seats are taken, but we have plenty light agents available. Sadly, it's not possible to upgrade a end user to a light agent. We have to downgrade an agent first to a light agent to have a fully licensed seat available to upgrade a end use to teammate and then to light agent. We use MS SSO with provisioning to automaticly add new users in Zendesk, so we need the upgrade option rather then adding a new user and give them light agent status.
