Why do I get the error below when I provision a user from Okta?

The error when provisioning users from Okta can occur for these reasons:
- If the user's credentials configured in Okta are not for a Zendesk admin role, the action will be forbidden.
- If the admin's credentials configured in Okta attempt to assign the Zendesk app and provision a user who is the account owner in Zendesk, the app will display a 403 error. The profile of the account owner can't be modified by other admins.
