UTC timestamp instead of relative and timezone specific dates in Notes

Currently, ZD sets the date-time of when a Note was created as a relative and timezone specific time, such as "Yesterday 17:33". A fellow coworker in PST will see that as "Yesterday 14:33" or "Yesterday 2:33pm", depending on whatever settings they have on their host computer.
This makes it impossible among Agents to share the identity of a particular Note across timezones and across longer periods like days and weeks. A Note doesn't have an ID or its own URI and the displayed creation date-time cannot be used. I therefore do not have a reliable way share a pointer/link to a particular Note with another Agent.
This can be quickly resolved however by displaying the creation timestamp of the Note using standard UTC timestamp notation, such as `2023-04-05 15:30:45`. With this, I can uniquely identify a note by its creation timestamp && zd ticket number. An Agent can therefore write to fellow Agents something like "check note on zd tkt# 45666 at 2023-04-05 15:30:45", and no matter where agents live or when they read it, they will know what message the writer refers to. In other words, the combo zendesk tkt number + note-creation timestamp is a unique note identifier.
