How can I test a new email template?

I am not able to send emails out on my sandbox... When I send an email from my sandbox to my personal email the email does not come in.

Hi we have a premium sandbox account but when I go to update the template it says 

Sorry, email template customization is disabled on this account. Contact our Customer Support team to enable this feature.
 
It is enabled in our account though
