Send Welcome email to support user created via API

I'm not finding how to have a Welcome email sent to a new user when that user is created via a REST call to the API.

It seems that it should be possible, according to this blurb 

Note: Before you begin creating users through the API, make sure to configure your account settings in Zendesk Support to get the results you want. For example, do you want to send welcome emails automatically to the new users?

When you create a new user in Zendesk via the API, Zendesk does not automatically require the user to change their password upon first login. However, you can configure your Zendesk account to prompt new users to set their own passwords by enabling the "Also send a welcome email when a new user is created by an agent or administrator" setting. This welcome email includes a link for the user to verify their email address and set their password, effectively prompting them to create their own password upon initial access.support.zendesk.com

To enable this setting:

  1. Navigate to the Admin Center in your Zendesk account.
  2. Click on the People icon in the sidebar, then select Configuration > End users.
  3. Locate the option "Also send a welcome email when a new user is created by an agent or administrator" and ensure it is enabled.support.zendesk.com+4support.zendesk.com+4support.zendesk.com+4campusesp-admin.zendesk.com+2support.zendesk.com+2support.zendesk.com+2

With this setting enabled, when you add a new user via the API, Zendesk will send them a welcome email prompting them to set their password.
