Feature request: E-mail notification action for users in CC field

Hi!

Currently it's possible to send e-mail notification to "requester and CC's" or only to "requester", but I would also like to have "only CC's".

Main point for it is to ask trigger based customer feedback only from Requester when request has been solved, but I want everyone in the CC line to be notified that this request has been solved.

And I don't want to send two notifications to the Requester where one notification would have this feedback form and second notification would also include everyone in the CCs.
