Limit the File Attachment Size of a Ticket through the Web Form

While up to 50MB file size can be attached, we would like to LIMIT the size of file attachment to under 5MB for non-members. 
Which means, if the user did not log in they can attach up to only 5MB, and to attach larger file they will have to log in. 

Upon checking, this is impossible at the moment however it will be a great feature that we can encourage users to sign up and log in by limiting the file attachment size.

    I am curious to understand what is the difference between the signed in vs non signed users? Why would you want there be a difference of upload requirements? How will this help and benefit your business workflow?
