Forbidden message when resending verification email

HI All,

I am having an issue when I send out a "Resend verification email" out to an end user.  They get the email, but when they try to verify it is giving them a 403 Forbidden error message.  Any help would be appreciated, as I just sent out an email with a link to an article that the end users are not able to see.
