In coordination with triggers and automations, email targets allow you to send notifications to external email addresses based on ticket events in Zendesk Support. Email targets can be edited, deleted, deactivated, and reactivated.
Zendesk Support attempts to send notifications to an external target 21 times. If all attempts fail, the target is automatically deactivated and all Zendesk admins are notified. If a target is manually deleted or deactivated, admins aren't notified.

I would like to see the settings of the target I set up but there is no Edit button in Admin Center > Apps and Integrations > Targets > Targets.
The target in the screenshot below has no link to another page.

If you'll notice the message above in your screenshot, it seems that the target you have created have been converted to a webhook. Please check it on Admin Center > Apps and Integrations > Webhooks > Webhooks.

When creating an email target there are two target types, Test target and Create Target. When selecting test target and submit the target does not appear on the list.

Create target is the option for you to create a new Target.
Test target is if you want to test the target before adding it to your workflow.
This is the reason why when choosing it, only one Target appears. The Test target is there so that you can test it before adding it to your workflow.
Here you can find more details about Notifying external targets.

I set up my Target and received the test email. When set up the trigger using the conditions entered, I do not receive an email notification of ticket at all, how can I fix this?

Are you seeing the trigger connected to the target fired on the ticket? The trigger should fire in order for the target to work. You can follow the steps in this article to view the ticket events and see if the trigger fires.
