Add "all history" to time filters on new dashboard

This option is needed, otherwise you have to go into custom and set a wide date.

Our Dashboards are also greatly deminished since losing the “All History” filter. Its tedious to expect us to go through all our client dashboards and work back to find out the custom filter we want when this was a feature we used and paid for before.
