Emails to CC trigger condition not working

The "Emails to CC" trigger condition does not seem to detect any CC emails on tickets that have CC emails.

Yes, it's very hit and miss if it send out the CC if you add the CC in after which is very frustrating.  It should send it out if it's pending or open or create a new button that is update/resend to the following people.
