Roles: Add permission checkbox for enabling/disabling agents to suspend end users

    +1 to this functionality - marking a ticket as spam, also suspends the user. If the Agent does not have the ability to suspend a user, then it should also be separate behavior when you mark a ticket as spam

    +1 please, a lot of my agent mistakenly suspended end user and we have to retrieve all the suspended tickets
